 between World Wars I and II seemed to be the decades of the dictator. Not 
 only in Germany and the Soviet Union\, but in Austria\, Italy\, Poland\, P
 ortugal and other countries\, dictatorships replaced democracies. By 1940\
 , they outnumbered constitutional democracies. What factors led from democ
 racy to dictatorship? Could this happen again? This class will examine the
  process by which dictators replaced democracies in each of these major co
 untries and suggest danger signs of this process.
