Karen Palmer is an expert on the economics of environmental, climate, and public utility regulation of the electric power sector. She received her PhD in economics from Boston College in 1990 and her BA in economics from Brandeis University in 1981. Dr. Palmer’s work seeks to improve the design of environmental and technology regulations and the development of new
institutions to help guide the ongoing transition of the electricity sector.
